CORPORATE PROFILE - MALABAR WASTE MANAGEMENT PRIVATE LIMITED Malabar Waste Management Private Limited is a Special Purpose Vehicle incorporated for undertaking, implementation, operation and maintenance of an Integrated Solid Waste Management (ISWM) with a Waste to Energy (WtE) project of minimum 300 TPD capacity for the Kozhikode Cluster, Kerala under ‘Design, Build, Finance, Operate and Transfer (DBFOT)’ basis. The Kozhikode Cluster comprises of the following Local Self Government Institutions (LSGIs) of Kozhikode District operating in the State of Kerala and referred as the Participating Local Bodies (PLBs): Kozhikode Municipal Corporation; Faroke Municipality; Quilandy Municipality; Ramanattukara Municipality; Olavanna Gramapanchayath; Kadalundi Gramapanchayath; and Kunnamangalam Gramapanchayath. The objectives of the proposed project are to provide environmentally safe and sustainable solution to implement the ISWM with WtE project having sound and affordable technology in line with the Indian Solid Waste Management (SWM) Rules 2016, other applicable national and global standards; and to alleviate the MSW burden on landfill and land requirements. This detailed project report highlights the technical, financial and environmental details of the proposed ISWM with WtE Plant including the capacity, design concept, plant features, plant location, plant layout, utilities requirements, power generation and evacuation, effluent disposal etc.; secondary collection and transportation. In addition, the technical features of the main plant equipment; environment, social and governance (ESG) aspects, project timeline, estimates of project financials and returns are also presented. Also, a separate Technical cum Commercial Report is being prepared, with adequate detailing of the technical parameters by a consulting company sufficiently experienced in the sector, for the purpose of submission with Kerala State Electricity Board Limited for determining the power tariff rate. This report will highlight more on the power plant part of the project. Brief Scope The main objective of the proposed project is to process minimum 300 TPD waste on regular basis in an environmentally acceptable manner. For meeting this objective, the plant would have sufficient redundancy to cater for 100% waste processing with day to day and seasonal variability in waste quality. The brief scope of work and services of the chosen Concessionaire mainly include the secondary collection, segregation, transportation, processing and disposal of solid wastes in the identified cluster, that include the following: Project financing; Obtaining project related Approvals; Bin based secondary collection and transport; Setting up of the plant (Waste segregation, treatment, Biomethanation, WtE plant, Power evacuation etc.) Develop, construct and operate the Sanitary Landfill site; and Operation and Maintenance for an initial period of 25 years. The responsibility to undertake the door to door collection, collection from public spaces, street cleaning and delivering to the bins provided by the concessionaire at the designated collection points is vested with the participating LSGIs. The location of bins and concessionaire’s collection points will be decided depending on area and population and with mutual consultation between respective LSGI and Concessionaire. Site Location, Area Requirement and Rejects Management The proposed plant site is within the existing and operating compost plant facility and landfill site of 12.67 acres at Cheruvannur village, located on the Kozhikode Palakkad Highway at Njalianparambu in Kerala. Further, an additional land of 4 acres, where the present composting plant is operational will be made available at the site for the rejects scientific landfilling purpose which needs to be developed separately. The land requirements excluding access road, peripheral roads, greenbelt area are as follows: Secondary Storage System: ~10-12 sqm. per location. Bio methanation: ~1 acre. WtE plant: ~5.5 acres. Present available area allotted for the development of Scientific Landfilling: ~4 acres. Collection and Transport The secondary collection and transport system considered includes Collection/Storage Containers, Specialised Transportation Vehicles, associated civil works, ICT infrastructure and set up and Intermediate Transfer Stations. These secondary collection/storage containers are emptied in a mechanised manner using specialised transportation vehicles. The OWBs are emptied using RCs for tilting the bins into the compactors, the SUBs are emptied using Specialised Crane Mounted vehicles and the PCs are emptied using Hook Loader Vehicles.
