What stands out
Shimla holds 378 of Himachal Pradesh's 2,076 registered startups, 18.2% of the state. Travel & Tourism is its largest category with 43 companies (11.4%) out of 47 categories in use. 195 of the 378 carry a CIN and 128 a website, which is what the best-evidenced table in chapter 8 is built from.
40 carry a funding signal of some class. 40 of those are the self-declared checkbox on the government form and 0 are attested by a named backer, fund or state programme; the report prints the classes apart and never adds them into one "funded" number. 109 of Shimla's startups can be placed to a street, which is the population the pincode chapter ranks.
Registration is not an operating signal. A large share of registered startups are dormant, and we have no way to tell you which. How we counted.
