The potential of Blue Revolution and for making immediate visible impact on ground a scheme is hereby proposed both for promoting investment for setting up state of the art RAS Aquaponics projects by facilitating transfer of technology from globally competitive technology suppliers from various advanced countries (i.e. Norway, Denmark, Netherlands, Israel, US, Canada, Japan, Australia etc.) and at the same time guiding and supporting indigenization efforts through the process of innovation and re-engineering. The salient features of the proposed scheme are as under: The Department of Fisheries Government of India should consider funding setting up of Center of Excellence in PPP mode in each State for innovating new products and processes, showcasing the RAS Aquaponics Technology and training farmers interested in setting up such plants. These Centers would be responsible for research, development, training, supply, installation, maintenance of plants, supply ofseeds & fish fingerlings, buy back of the harvested fish and vegetables and marketing the produce under a single brand. The farmers trained at the Center of Excellence should be eligible for availing 50% Financial assistance amounting to approximately 100 to 150 lacs to set up Zero discharge 100% close loop RAS Aquaponics projects of 20 & 50 MT PA capacity for farming value added Marine Fish & Fresh Water Fish and simultaneous cultivation of exotic leafy vegetables. State Governments should contribute 25% financial assistance to such plants. The Center of Excellence be asked to contribute 10% of equity towards the cost of each plant installed. Farmers will have to contribute half an acre of owned/leased land and invest 15% of the cost of the plant either from his own sources or by raising debt/equity under the funding schemes of NABARD. These Center of Excellence would guarantee an assured monthly income of at least Rs. 150000 to 300000 the Farmers from each such plant. Later, for moving up the value chain by integrating processing technologies this scheme can be further dovetailed with the incentive schemes of Ministry of Food Processing.
