-In India, across over 6,50,000 villages and 2,50,000 panchayats represented by 3 million panchayat members. Approx 40% population is living below poverty line, illiteracy rate is more than 25-30% and digital literacy is almost no-existent among more than 90% of India’s population. As per the NSSO Level and Pattern of Consumer Expenditure Report 2011, only 3.5 households in 1000 rural households in rural India had internet connectivity at home in 2009-2010. And there are close to 90,000 rural info kiosks (Common Service Centres, Community Information Resource Centres and others) in India, and around 5452 CSCs are located in the state. However, these kiosks lack internet connectivity and services to delivery at people’s doorsteps. While the country boasts the world’s second fastest-growing mobile market, it is lagging behind when it comes to internet connectivity. Connecting the community and its members to the world through the Internet is becoming increasingly essential for community vitality for the development and social progress in recent years. According to the IAMAI report, there were about 30,000,000 internet users in rural India in December 2011. The 50 per cent spike leading to the expected 45,000,000 by December 2012 is primarily driven by mobile internet access, community centers and cyber cafes. However, within rural communities, the task to empower using ICT can still be challenging, but many of us have been dedicating time and energies to empower trouble torn community. Fastest growing countries like in India digital literacy plays major role . In India around 70% of people lives in rural areas. Earlier we don't used to have access of electricity and basic education . Nowadays govt of India has improved social position of people . Even govt of India improved their social position but employment is major issue for them. India is facing the major problem of unemployment at least 8.2% Rate as per year February 2022. The main reason behind this is due to lack of skilled manpower and lack of industry standard knowledge. In the rapidly changing era of digital transformation the businesses, jobs are shifting towards digital technology. In Government segment also various schemes related to literacy, entrepreneurship, skill development training schemes and private jobs also fails to reach the core of rural region of india. Many rural areas of india are still not equipped with Computers and digital infrastructure so there is lack of digital based ecosystem or computer literate skilled manpower. In Local Government Administrative system right from Gram Panchayat Level to Panchayat Samiti to Zilha Parishad, Nagar Panchayat, Nagar Parishad level bodies doesn’t have enough digital & computer based infrastructure to get familiar with the new age of digital transformation which keeps them behind in the game of digital skillset based jobs and entrepreneurship opportunities. E-learning and E-Library are the new way of learning but our local government schools are not equipped with the hardware or software or quality level digital content to train their students for upcoming job trends which can solve their problem of unemployment. Lack of quality training institutes, Computer labs, Digital Learning Platforms, Wi-fi Connectivity, etc in rural region which leads to large scale unskilled manpower in rural region. a large number of Indian youth could not take up industry-relevant skill training which can help them in securing a better livelihood due to lack of Infrastructure or Training Support and this is the major issue which is an hurdle between Job Creation and solving the problem of unemployment. Job oriented skills like Designing, Computer Operating, Video Making, Digital Marketing, Content Creation, Software tools like Tally, Accounting, etc can be the low cost training skills which requires only a computer and bunch of software can solve a problem of digital literacy and digital job based skillset. The main concept behind this is to solve the problem of unemployment in the rural part of india through digital literacy by making them equipped with new age digital hardware, software and training support and services.
