Supplies of groceries, medicines, essential items is the challenge for any Government to reach the public. None of the E-commerce sites can deliver to the entire population of India or World at large If it is a Section 144 or an Emergency it is easy for the Governments to give permission for an hour or two for the public to buy essentials at a given time. Covid-19 is a critical problem where people should not move in groups or gather at large in a place. SOCIAL D I S T A N C I N G is the order of the day. Government should allow people to move from their homes from morning 8:00 am to 6:00 pm in a staggered/phased way. A specific cluster of approximately 1000 for one designated area within a 3-4 kms Radius of Cell Towers & with 30-45 min time slots for each person who needs to be back home within the stipulated time. Upay (उपाय) for this is Bari Bari se Janta Baahar Jayen-A Bharat Solution 1. This solution contols the Spread of Corona Virus in a Geographic location by ensuring minimal people on streets at any given time. Effectively SOCIAL DISTANCING is maintained across the Nation. 2. Use the technology and get the Active Mobiles from a location using Data from Cell Towers of the respective Telecom Companies 3. One Call Centre number say [phone redacted] across the Nation but diverted Geographically to Local level Executive Magistrates as Incident Commanders in the respective local jurisdictions. The Incident Commander will be responsible for the overall implementation of these measures in their respective jurisdictions. 4. A person will send an SMS to [phone redacted] with any Sequential 4 digits of Aadhar Card number to prevent Dual or Triple Sim Usage. Carrying Aadhar as Proof of Identity is Mandatory 5. A reply message with Aadhar shared details will be sent to the user 1 to confirm Aadhar or 2 to Resend the Aadhar details, next he gets a prompt like below examples a) 1 for Groceries b) 2 for Medical Store c) 3 for Banks d) 4 for Petrol/Diesel e) 5 for Law & Order 6. After he chooses the above options Person will get an SMS from Govt we call this a One Time Janata Pass similar to OTP from Bank, valid for 30-45 minutes however local bodies can decide the time limit. 7. One more alert will be sent to the person before 10 minutes of One Time Janata Pass expiry 8. Non-Compliance of the One Time Janata Pass can be fined @ Rs500/= or more or whatever penal measure approved by the local bodies 9.
