What stands out

Odisha draws close to twice its weight from the Seed Fund: 3.2% of the national pot on 1.7% of the register, Rs 24.5 crore approved across 7 incubators. Only Rs 14.0 crore of that has been disbursed, 57.2%, one of the lower draw-down rates in the scheme, so most of the commitment is still on paper. Bhubaneswar holds 51.9% of the state and Cuttack 9.3%. Recognition runs slightly above the national rate at 52.7% against 51.2%.
