What stands out

Punjab is the most heavily backed state in the scheme relative to its size, among states with more than five thousand entries: Rs 37.0 crore approved across 8 incubators, 4.9% of the national pot against 1.4% of the register. Rs 22.1 crore of it has been disbursed. The register itself spreads across Mohali at 22.7%, Ludhiana at 18.6% and Jalandhar, with no single centre. Recognition runs well below the national rate, 41.6% against 51.2%.

Mohali holds 1,393 of the state's 6,143, 22.7%, and Ludhiana is second with 1,142. IT Services is the largest category with 672 companies. The government's own facet for Punjab counts 6,513 against our 6,143; the report prints both and explains the gap rather than hiding it. The Seed Fund has approved Rs 37.0 crore across 8 incubators here and disbursed Rs 22.1 crore, which is the ledger chapter 6 prints per incubator.
