Overview Proper sanitisation ensures a clean environment and surroundings. This, in turn, ensures good health of the population and a clean and sanitised living space. In recent years cleanliness has become an important factor towards the betterment of the nation as a whole and hence, to support the cause, we have prepared a proposal with a model and solution for multipurpose cleaning at the municipal level. The project is proposed on a Public Private Partnership (PPP) model, with the NPO partnering with existing companies, corporations and private citizens for sourcing of funds through CSR initiatives. The project involves deploying 130 (approx) units, with each unit consisting of an electric three wheeler (Toto) mounted with single unit of pressure washer, a vacuum suction machine, a water tank, a sewage collection tank and manned by 2 resources. These units will be deployed across the KMC area on a ward-wise basis for cleaning of dividers, pavements and footpaths. The NPO would also strive to provide dustbins and waste material collection containers at major junctions/public thoroughfares and ensure timely and appropriate disposal of waste material from such containers. Background Waste management is a major problem in India, especially littering in the public spaces. Public roads and footpaths are among the most badly hit areas owing to this malpractice of littering. Other than being treated as garbage dumps, they bear the brunt of clogged drainage and open defecation too. According to the Central Pollution Control Board (CPCB), urban India generates about 47 million tonnes of solid waste every year. Faced with rapid population growth, lack of public awareness and a sense of apathy towards cleanliness, Indian roads have been struggling to maintain acceptable standards of cleanliness and hygiene. Objectives Following are the key strategic level objectives of this project: 1. Providing municipal cleaning and sanitation services – The fundamental vision behind this project is to provide efficient and effective municipal cleaning service to the people of Calcutta. This mission will be a supplementary service to the already present services being provided by KMC. The aim is to build a Public Private model involving the general public, private corporations, municipal bodies and working towards the common goal of providing a clean and sanitised living space/environment for the population. 2. Becoming a technology leader- Through this initiative, the goal should also be to become a technology leader in the municipal cleaning service space in the country. India has very specific cleaning and sanitation challenges when compared with the rest of the world. Some of the challenges are a large population size, unplanned development of urban centres, general lack of waste management infrastructure and a general sense of apathy when it comes to cleanliness and hygiene. It was observed that the current, state of the art cleaning solutions available worldwide are not able to effectively meet the unique challenges present in our country. Hence, it is essential that an India specific solution be developed and deployed. If we are able to develop such a solution it will incentivize other players to enter this space, effectively creating a whole new market. This, in turn, will lead to even more efforts being poured into R&D. 3. Creating brand awareness – Since CSR funds would form a major part of the revenue stream, it is very essential that the NPO is able to project a brand/image that donors would want to associate with. Following are the key tactical level objectives of this project: 1. Developing a viable prototype solution - The approved solution should be a single, self contained module with facilities and equipment for collection of dry litter, dry waste, wet waste, sludge etc. It should be uniquely designed keeping in mind the very specific cleaning and sanitation requirements of our country. 2. Testing/Monitoring – Post designing and fabricating of a workable solution, it is very essential that thorough testing under real world conditions is performed in order to address any bugs and issues that might crop up. It is also essential that all the observed anomalies/defects are logged along with the remediation measures taken. 3. Production – Post testing and remediation of defects, it is essential that a viable production line be established for such machines. Towards this, a whole supply chain of vendors, raw material suppliers, fabricators etc would need to be established. 4. Resourcing – Hiring of trained and motivated staff is another challenge that needs to be addressed. 5. Deployment – After performing an analysis of the area demography, it is essential a plan of deployment be charted out. Factors to be considered include population density, whether an upscale/middle class/slum neighbourhood, whether commercial or residential neighbourhood, normal working hours of businesses in the area, safety requirements etc. 6.
